On Monday night, Public Works Committee Chairwoman and newly installed Fourth Ward Councilwoman Michelle Franklin introduced a bill to authorize the purchase of supplies for the UV system at the Central and Northeast Water Treatment plants in the amount of $64, 814.20 from Trojan Technologies (Kentwood, Michigan) for replacement parts, such as UV lamps, sleeves, electronic ballasts,  wiper seals, "Acti-clean" gel and printed circuitry.

 

The parts are required to meet disinfection standards for E. coli treatment from April through October each year as outlined in the City’s DNR  National Pollutant Discharge Elimination System permit.

 

Council approved the purchase by 7 yes votes, due to the absence of former First Ward Councilman Tom Oldham, who resigned April 25.

Armored vehicle purchased by Sedalia

Newly installed Second Ward Councilman and Public Safety Committee Vice Chairman Lee Scribner requested approval of  a bill to pay for a special response vehicle for the Sedalia Police Department at a cost of  $307,930 from Terradyne Armored Vehicles, Inc. (Ontario, Canada).

 

It was noted by Mayor Andrew Dawson that the cost of the armored vehicle is $299,950, and the transportation cost is $7,980 on top of that. He also noted that $50,000 in restricted safety equipment funds were secured and will be applied towards the purchase.

 

It was noted in the packet that the special response vehicle, which has a Ford F-550 chassis,  “will significantly enhance officer safety and departmental response capabilities.”

 

It will take up to 32 weeks for the special response vehicle with a 6.7L turbo diesel engine to be delivered once the company receives the purchase order from the City.

Numerous Jake Brake complaints prompt new city ordinance

 

Complaints about excessive noise from non-muffled “Jake Brakes” led Councilman Scribner to introduce an ordinance prohibiting the use of them within the City limits.

 

A previous ordinance had to be repealed due to “problematic language” while the new ordinance includes language approved by MoDOT.

 

Council approved the new ordinance and signs will be erected to that effect. Signs placed on state highways will need approval from MoDOT, it was noted.

 

Under Community Development, Mayor Pro Tem and Fourth Ward Councilwoman Rhiannon Foster introduced Robin Balke, Sedalia Community Helping Hands board member and communications coordinator.

 

Balke requested a waiver for SCHH when it comes to container rental and landfill fees for the organization, as well as permit fees for projects located within the 353 Redevelopment Area.

 

SCHH began helping the low-income, the disabled and the elderly resolve or prevent code violations within the City of Sedalia about two years ago.

 

A group of volunteers work three hours every Saturday morning on various projects that have been approved by the SCHH board.

 

According to Balke, about 20 homeowners at any given time are on a waiting list to receive help from SCHH.

Under appointments, Second Ward Councilwoman Tina Boggess was appointed to the Sedalia Redevelopment Corporation, replacing former Councilman Chris Marshall’s term, which expires November 2027.

 

Reappointments to the SRC include Mayor Pro Tem Rhiannon Foster, whose term will expire October 2026; Former Councilman Lucas Richardson, whose term expires November 2027; and Superintendent of Schools Dr. Todd Fraley, whose term expires November 2027.

 

Two new liquor licenses were approved, including:

*Kristy and Kevin Long dba Wildlife Ridge Winery, 34751 Miller Road, for a special event, the Balkel-Barnes wedding scheduled to take place at The Foundry, 324 West 2nd Street, on June 21 from 8 to midnight, $15.

 

*Paige Shearer dba The Local Tap, 700 South Ohio, for a special event, Yeager’s Cycle Bike Night, 3001 South Limit, scheduled for Friday, May 9 from 5 to 9 p.m.

Two renewals were approved, including:

*Garrett Volker dba Volker’s Eatery and Pub, 1021 South Limit, for Liquor by the Drink and Sunday Sales, $750

Under Good & Welfare, Robert Kenner, Jr., 703 West 7th Street, said he was in favor of the new Jake Brake law. Jeff Wimann also spoke in favor of it, saying that “we’ve lived at Broadway and Grand for the last eight years, and the noise is awful.”

 

Wimann recommended that instead of a fine for violators, “that you use lethal injection.” That brought laughs from those attending Monday night’s 25-minute meeting. “I appreciate you passing the ordinance," he said.

 

 

 

Council then adjourned to closed-door session.
