
Numerous Noise Complaints Leads to New ‘Jake Brakes’ Ordinance
On Monday evening, the Sedalia City Council approved a new ordinance prohibiting the use of unmuffled engine braking systems, commonly referred to as “Jake Brakes” within city limits, by a vote of 7-0.
This action comes in response to ongoing complaints from residents about excessive engine noise, particularly along Broadway Boulevard. Councilman R. Scribner brought the matter forward after hearing directly from residents who reported disruptions to daily life caused by loud, sudden braking from heavy trucks. These concerns reflect a broader community interest in maintaining peaceful, livable neighborhoods.
Excessive engine braking noise, especially in the early morning and late evening hours, can interrupt sleep, interfere with daily routines, and lower the overall quality of life, particularly for those living near high-traffic corridors. By limiting the use of unmuffled engine brakes, the City is taking a proactive step to reduce noise pollution and preserve the comfort of residential areas. While a similar ordinance once existed, it was repealed due to unclear language.

The newly adopted version corrects those issues and incorporates recommendations from the Missouri Department of Transportation (MoDOT) to ensure enforceability and clarity. Under the ordinance, engine braking is prohibited on all roads within Sedalia unless the vehicle is equipped with a properly maintained muffler. Exceptions are made for emergency situations where braking is necessary to protect life or property and for vehicles operated by city, state, or emergency services.
To support enforcement, signs stating “ENGINE BRAKE ORDINANCE ENFORCED” or “VEHICLE NOISE LAWS ENFORCED” may be installed at locations approved by the City Council. Signage on state highways will require MoDOT approval.
“Our residents made it clear that this was a quality-of-life issue,” said Councilman Scribner. “We heard them, and we took action.” The ordinance takes effect immediately.
On Monday night, Sedalia resident Jeff Wimann spoke in favor of it, saying that “we’ve lived at Broadway and Grand for the last eight years, and the noise is awful.”
Wimann recommended that instead of a fine for violators, “that you use lethal injection.” That brought laughs from those attending Monday night’s 25-minute meeting. “I appreciate you passing the ordinance," he concluded.
