Pettis County Sheriff’s Reports for January 26, 2024

Tuesday evening, Deputies were dispatched to the 100 block of Willa Drive in Windsor, in reference to a possible disturbance. Deputies made contact with the female victim, who stated that while she was at a neighboring residence, a male subject assaulted her. Another male had called her, angering the suspect. According to the victim, she told the suspect she was going to call 911, and he took her phone and pushed her down several times, blocking her from leaving the residence. She also alleged that the male had stripped off his clothes, covered himself with a blanket, and “played with himself” in front of her, making her uncomfortable to enough to fear being raped. Deputies located the subject, Seth Meads, 32, of Windsor. Meads stated nothing physical had happened, that he had asked the female to leave, and she would not. Meads denied the allegations, and stated his Mother would back his story up. Deputies talked to Mead's Mother, who stated she had not seen or heard anything. Meads stated “She probably didn’t want to get me in trouble,” and indicated the information she had would likely incriminate him. Meads was placed under arrest and transformed to the Pettis County Jail. While there, he was searched by Jail staff. A glass pipe was found that was caked with a burnt residue that tested positively for methamphetamine. Meads was placed on a 24-hour hold at the Pettis County Jail, after being booked in on charges of Domestic Assault in the 4th Degree, Kidnapping in the 3rd Degree, Sexual Misconduct in the 2nd Degree, and Unlawful Possession of Drug Paraphernalia*. Bond was set at $2500 cash or surety, and Meads was ordered to have no contact with the victim.
Early Friday morning, Deputies responded to the 1800 block of South Barrett Avenue in regards to a warrant check. Deputies arrived on scene, and made contact with the home owner at the front door. The wanted male subject was located inside the residence in a rear bedroom. The subject was identified as Timothy J. Coterel, 42, of Sedalia, and was placed under arrest. Coterel was booked in at the Pettis County Jail on his Probation Violation warrant on an original charge of felony Stealing of Rental Property and felony Receiving Stolen Property**. Coterel was placed on 5 years’ probation in April 2023, and had violated his Probation by November of 2023. Due to Coterel’s absconding, no bond was given on the warrant.
*According to Casenet 24PT-CR00081, Meads has been officially charged with Assault in the 4th Degree (Amended from Domestic Assault), and Unlawful Possession of Drug Paraphernalia. It is not clear at news time if Meads will continue to face the Kidnapping and Sexual Misconduct charges.
**The Deputy noted on the report that Coterel’s warrant numbers were 22PT-CR01140 and 23PT-PBR142. The Probation Violation warrants were listed under 22PT-CR01140. However, 23PT-PBR142 did not appear in Casenet.
