Sedalia Police Reports for June 6, 2024

Wednesday night, Officers took a report in the lobby of the Police Department in reference to a violation of an order of protection. The order was violated in the 1700 block of West 3rd Street. Information was collected for the report, and charges were requested through the Prosecutor’s Office. The suspect has not been located at this time.

Sedalia Police conducted a traffic stop at the intersection of Liberty Park Boulevard and South Limit Avenue Wednesday night. Officers checked the driver’s information with Dispatch, and he was found to have an active Pettis County warrant. The warrant was issued after the suspect failed to appear in court. The citation was written in January of 2023, and the latest FTA was issued in March of 2024. The driver also had a revoked driver’s license. Brook E. Dowell, 32, of Sedalia, was arrested for his FTA warrant on original charges of Failure to Register a Motor Vehicle as well as a charge of Driving While Revoked. Dowell was transported to the Pettis County Jail to be booked in pending a cash only bond of $90.00.

On the morning of June 4th, Detectives conducted a search warrant in the 1300 block of South Harrison Avenue in regards to a homicide investigation. One subject was found to have warrants for their arrest. One warrant was a felony Failure to Appear warrant on original charges of Possession of a Controlled Substance and Unlawful Possession of Drug Paraphernalia. The arresting incident occurred in April 2024, and the suspect missed his court date in May. That arrest was reported by KSIS here. Bond on that warrant was set at $15,000 cash or surety. The other warrant was issued a few days later, in relation to a shooting that occurred in April. That event was reported on by KSIS here. The shooter had allegedly been taken to and from the scene by his friend, the suspect. The probable cause statement notes the suspect had provided the pistol that was used in the shooting. Kyle Patrick Henley, 29, of Sedalia, was arrested for his FTA warrant as well as the new charges of felony Accessory to Assault in the 1st Degree, Accessory to Armed Criminal Action, felony Hindering the Prosecution of a Felony, and Accessory Unlawful Use of a Weapon. Henley was transported to the Pettis County Jail to be booked, pending a $100,000 cash or surety bond on the new charges.

Early Thursday morning, Officers responded to the area of East Main Street and South Ohio Avenue in reference to a female intoxicated by narcotics. Officers made contact with the female, and checked her information with Dispatch. It was discovered she had warrant for her arrest. Julinda Inez Hicks, 32, of Sedalia*, was placed under arrest. Hicks was transported to the Pettis County Jail, where she was booked in on her felony Failure to Appear warrant on original charges of Non Support of a Minor Child*. Bond was set at $5,000 cash or surety.

On the evening of June 2nd, Officers were dispatched to the Wal Mart store, 3201 West Broadway Boulevard, in reference to a theft report. The suspect was caught skip-scanning items in the self-checkout area. Hailey M. Phipps, 24, of Sedalia, was arrested on a charge of Shoplifting. Phipps was released on the scene with a summons.

Casenet 24SA-CR00082 lists an address for Hicks in the Sunset Village Trailer Park, in the 4200 block of West Main Street. 24SA-CR00082 lists the Non-Support as a felony because it is more than 12 monthly payments; the arears total in excess of $10,000.
