
Sedalia Police Reports for July 8, 2024

Saturday night, contact was made with a driver who had been driving on a flat tire. The stop took place in the area of West 20th Street and South Grand Avenue. The driver was intoxicated by alcohol and drugs. Bobby Joe Ritcheson, 41, of Stover, was arrested for Driving While Intoxicated. The vehicle was towed, and the driver was booked and released at the Pettis County Jail.
Sedalia Police initiated a traffic stop on a silver car near South Limit Avenue and West 11th Street on Saturday night. The vehicle had failed to dim its high beams, had no front license plate, and an expired rear license plate that expired in May of 2023. The driver also had no license. Anthony Michael Brandkamp, 38, Homeless, was arrested for a charge of Failure to Maintain Financial Responsibly and Operating a Motor Vehicle on the Highway Without a Valid License. Brandkamp was transported to the Pettis County Jail to be booked and released, while the vehicle was towed from the scene.
Sunday night, a vehicle was stopped in the area of West 3rd Street and South Quincy Avenue. The vehicle was topped because it had no plate light, it had failed to stop prior to the stop line. Officers also suspected the driver had warrants for his arrest. The driver was the suspect. One warrant was from April of 2024 on a charge of a Red Light Violation. The driver had been cited in December of 2023 for the violation, which had occurred in the area of South State Fair Boulevard and West Broadway Boulevard. Bond on that warrant was set at $99.00 cash only. The other warrant was on a charge of Operating a Motor Vehicle Without Maintaining Financial Responsibility. The driver was cited in June of 2023, and failed to appear several times. A warrant was issued in March of 2024, with bond set at $250.00 cash only. Ivan Cameron Banuelos, 18, of Sedalia, was arrested on his two warrants, and was also cited for new charges of Driving While Suspended and another count of Operating a Motor Vehicle Without Maintaining Financial Responsibility*. Banuelos was transported to the Pettis County Jail to be booked and released.

Saturday morning, Officers stopped a vehicle for an improper turn and defective brake lights. The stop took place at the McDonald’s restaurant, 1611 South Limit Avenue. The driver was impaired by drugs and arrested for Driving While Intoxicated. Cody Dale Neth, 32, of Sedalia, was arrested and transported to the Pettis County Jail to be booked and released.
Officers stopped a suspect in a car that was parked in the middle of the road near West 5th Street and South Grand Avenue Sunday morning. The subject was found to be intoxicated. Arnoldo Paau Tec, 40, of Sedalia, was arrested on a charge of Driving While Intoxicated (Prior Offender) and Driving While Suspended. The vehicle was towed, and the driver was released to a sober driver.
Sedalia Police initiated a traffic stop on a car after it was observed failing to maintain tis lane several times on westbound Broadway Boulevard, approaching South Limit Avenue. The vehicle also had an illegal amount of window tinting**, which measured 4%. Charges of Illegal Window Tint are being requested against the driver, who was not named in the report.
Sunday evening, Officers were dispatched to a hit and run accident in the area of South Engineer Avenue and East Broadway Boulevard. Information was gathered for a report. The suspect vehicle has been identified, but not located at this time.
Officers were dispatched to McAnally Court in regards to shots fired Sunday morning. Officers arrived on scene and gathered information to determine if a gun was discharged.
Saturday evening, Officers conducted a traffic stop on a vehicle because it had no front license plate. The stop took place in the area of East Broadway Boulevard and East 12th Street. After a computer check of the driver’s information with Dispatch, it was discovered the driver had an active Pettis County Failure to Appear warrant on original charges of Failure to Register a Motor Vehicle. Anna Torchylo, 23, of Sedalia, was arrested for her warrant and transported to the Pettis County Jail. The vehicle was not towed, and Torchylo was held pending a cash only bond of $126.00.
Officers identified a known suspended driver operating a motor vehicle in the 300 block of East 16th Street Saturday night. Brandon James Miller, 41, of Sedalia, was arrested on a charge of Driving While Suspended. Miller was booked and released with a city summons.
On the afternoon of July 2nd, Officers were dispatched to the 2000 block of West Main Street. Officers met with Christopher Vieth in reference to a burglary. Officers gathered enough information to generate a report.
Friday evening, Officers were dispatched to the Wal Mart store, 3201 West Broadway Boulevard, in reference to a theft report. Officers contacted the suspect on scene. Lucinda R. M. Manolias, 35, of Sedalia, was arrested for Stealing. Manolias was released from the scene with a summons.
*Operating a motor vehicle without maintaining financial responsibility is a misdemeanor in Missouri, as defined in Revised Statutes of Missouri (RSMo) Section 303.025. In Missouri, it is illegal to drive, maintain, or own a car without being able to prove that you have insurance that will cover a minimum level of damages resulting from a car accident, even if you are not at fault. The law that requires this in Missouri is called the “Proof of Financial Responsibility” law. In the narrative, Officer Schmitt referred to this as “No Proof Of Insurance”.
** Missouri Law allows window tint on the windows to the immediate right and left of the driver of 35 percent, plus or minus three percent light transmittance. Any tint with less light transmittance requires a physician's prescription indicating the serious medical condition that exists and the specific tint percentage needed above the standard allowance. A permit is required to operate a vehicle with tinting applied with less light transmittance than the 35 percent, plus or minus three percent.
